Progress on this action is dependent on the hiring of additional staff resources which has been delayed.
There are two primary tools available to local governments to improve energy efficiency and reduce carbon pollution from new buildings.

The BC Energy Step Code, a component of the BC Building Code, outlines a series of incremental energy performance “steps” that lead to net-zero energy ready construction by 2032. The City adopted Step Code requirements in 2019 to enhance the energy efficiency of new buildings. Going forward, Surrey can adopt higher steps ahead of the provincial timeline to continue advancing high-performance construction. These buildings not only reduce energy use and emissions but also improve occupant comfort and help lower utility costs for residents.

In 2023, the Province introduced the Zero Carbon Step Code, which provides a complementary roadmap to achieving zero-carbon new buildings by 2030. Like the Energy Step Code, it consists of progressive performance "steps" that local governments may choose to adopt. Compliance involves the use of zero-carbon space and water heating systems and, at higher steps, other major appliances.
By updating its Energy Step Code requirements and adopting the Zero Carbon Step Code, the City can ensure that new buildings in Surrey are both energy efficient and low carbon.
