Description

The City currently oversees a fleet of over 400 vehicles – excluding emergency vehicles – in addition to approximately300 police vehicles. As vehicles represent the second-highest source of corporate emissions, the City recognizes the need for a comprehensive plan to accelerate the transition to a more zero-carbon fleet.

The introduction of the City’s interim emission reduction targets created the need to update the first phase of the fleet transition plan. This second phase will build upon the achievements of the existing "green fleet" initiatives, focusing on the necessary steps to accelerate the transition and ensure alignment with the City's climate targets. These targets aim for a 50% reduction in greenhouse gas (GHG) emissions by 2030 and an 80% reduction by 2040, with the overall goal of achieving net zero GHG emissions by 2050.

The plan will systematically assess the progress made in adopting green fleet practices to date and will outline specific, actionable recommendations to achieve the designated GHG reduction targets. Following a costs versus GHG reduction approach, the plan will consider various fleet and asset management strategies to tie in vehicular replacement with transition to zero-carbon vehicles.

The plan will explore a fuel and technology-neutral scenario, giving preference to electric vehicles across light, medium, and heavy-duty categories. The plan will inform City staff on the pace of transition that is needed to meet the emission reduction targets balancing both feasibility and environmental impact. This will further support setting up internal processes crucial for the successful execution of the fleet transition. The proposed vehicle replacement schedules derived from the study will guide the City in making informed decisions that balance both feasibility and environmental impact.
