Define more specific electric vehicle infrastructure requirements in the Zoning Bylaw for non-residential building typologies

Description

To support the City's target of Net Zero Greenhouse Gas Emissions by 2050, as well as the provincial CleanBC target of 100% of new sales of light-duty vehicle being zero emissions vehicles, the City is taking action to support the provision of electric vehicle charging.

In 2018, through Corporate Report No. R255, Council endorsed zoning bylaw changes to include electric vehicle charging infrastructure requirements for 100% of all new residential parking spaces, 50% of all new visitor parking spaces, and 20% of all new commercial parking spaces. The costs of installing the electric vehicle charging infrastructure at the time of development are considerably lower than retrofitting buildings.

Staff are currently reviewing the results of the 2018 bylaw changes and exploring opportunities to enhance and broaden charging requirements to support the rapid uptake in electric vehicles since the zoning bylaw was updated.
