Official description

Explore policies to require and encourage building deconstruction, and diversion of demolition and construction waste
(Full action name in the CCAS)

Description

Construction and demolition materials are the largest waste category sent to disposal in the region, with demolition accounting for the majority. This waste can be significantly reduced through deconstruction—a methodical disassembly process that maximizes the salvage of valuable materials like old-growth lumber for reuse.

The City currently mandates that 70% of demolition materials be recycled under the Demolition Waste Disposal and Recycling Bylaw, 2017, No. 19453. Additionally, Metro Vancouver enforces regional disposal bans on materials such as clean wood and gypsum to further support waste reduction efforts.

To minimize demolition waste further, the City can explore implementing new standards and incentives, including deconstruction requirements. These measures would help reduce resource consumption, lower emissions, and support the transition to a circular economy.
