Part of Surrey's Zoning Bylaw Update by Hydro related Climate adaptation review work.

Official description

Consider zoning approaches to encourage resilient zero-carbon building forms (e.g., heights conducive to mass timber buildings)
(Full action name in the CCAS)

Description

The regulation of building form and development parameters in the Zoning bylaw has direct implications for a number of climate variables including operational and embodied greenhouse gas emissions, energy use, urban heat impacts and flood risk.

The City is undertaking a study to identify opportunities to encourage resilient zero-carbon building form through Zoning bylaw requirements. This project focuses removing conflicts or barriers in the Zoning bylaw to implementing higher levels of the BC Energy Step Code, as well as updates to Form and Character and urban design guidelines related to the Zero Carbon Step Code. Recommendations from the study will be incorporated in upcoming Zoning bylaw updates.
